If you’re a New Hampshire permit holder who’s been eyeing a trip to the Badger State, you can now legally carry there. Wisconsin has added New Hampshire to its list of out-of-state concealed carry permits it will honor, following a required reciprocity audit by the Wisconsin Department of Justice.
It’s a quiet but meaningful update — and one that’s easy to miss if you’re not watching state DOJ pages closely.
How Wisconsin Decides Which Permits to Honor
Wisconsin doesn’t do reciprocity the way most states do. It doesn’t simply agree to a handshake deal with another state. Under Wisconsin laws, the DOJ is required to conduct a survey of other states and build a list of permits that meet a specific legal standard.
The standard: the other state’s permit must be issued under requirements “substantially similar” to Wisconsin law. That means the permit holder must have chosen to submit to a background check comparable to Wisconsin’s own process, which runs two checks — a state criminal history record search and a search of the FBI’s National Instant Criminal Background Check System (NICS).
If a state’s permit process doesn’t include both of those components, Wisconsin won’t honor it. That’s also why the list isn’t universal — Maine, New Jersey, Oregon, and a handful of U.S. territories don’t make the cut.
New Hampshire’s Pistol/Revolver License clears the bar. Applicants are run through a background check that includes NICS, which is what Wisconsin needed to see.
What This Means for New Hampshire Permit Holders
If you hold a valid New Hampshire Pistol/Revolver License and you’re at least 21 years old, Wisconsin will now recognize you as an out-of-state licensee. That means you can carry a concealed handgun in Wisconsin, subject to Wisconsin’s laws on where and how carry is permitted.
A few things worth getting straight before you pack your bag.
You Need an Actual NH Permit
New Hampshire has been a constitutional carry state since 2017. You don’t need a permit to carry concealed in New Hampshire. But constitutional carry doesn’t travel — Wisconsin requires a valid, government-issued permit. If you carry in New Hampshire without a license, that doesn’t translate to any recognition in Wisconsin. You need the physical Pistol/Revolver License in your possession.
New Hampshire still issues the license to both residents and non-residents — so even if you don’t live in New Hampshire, you can apply. Residents go through their local law enforcement agency; non-residents apply through the New Hampshire State Police. If you’ve been skipping the license because you don’t need it at home, this is a reason to get one.
The Age Requirement Is 21
Wisconsin only recognizes out-of-state permits for those who are at least 21. New Hampshire will issue a Pistol/Revolver License to applicants who are younger than that, so be aware the recognition won’t apply until you hit 21.
Wisconsin Residents Are Not Affected
This only applies to non-Wisconsin residents carrying on an out-of-state permit. If you’re a Wisconsin resident, you’re required to hold a Wisconsin CCW license to carry in Wisconsin — even if you also hold a valid permit from New Hampshire or any other state. This update doesn’t change that.
Wisconsin’s Reciprocity List Has Some Nuance
It’s also worth knowing that a handful of states on Wisconsin’s honored list come with conditions. Virginia and Florida non-resident licenses are recognized, but their resident licenses are not. Idaho’s emergency licenses don’t qualify. Missouri and West Virginia provisional licenses are excluded. Puerto Rico’s expedited license doesn’t make the cut either.
New Hampshire doesn’t appear to carry any such conditions — the standard NH Pistol/Revolver License is honored as issued.
Confirm Before You Cross the Border
Reciprocity lists can change. Wisconsin’s DOJ updates its list based on ongoing audits, and states can change their own permit requirements at any time. The Wisconsin DOJ itself notes that states have no obligation to notify each other when laws change — which means a permit that’s honored today might not be honored next year if New Hampshire’s process changes in a way that no longer meets Wisconsin’s criteria.
